What about the Scottish Parliament..?

It was meant to only cost like so much and ended up like 6 billion pounds later.. it's pretty smart like, but took 4 years more and 5 billion pounds more.

Millenium Dome would be my choice, it had a very firm deadline which wasn't met, it costs millions and top it all, the BBC have excellent coverage of the whole episode.
