What exactly does this mean ?

Is it that you can just strip a wire back , and then have another join into the middle of where it is stripped ?

depends what wire it is and what its for but generally to tap into a wire I would cut it and use a piggy back spade, if suitable. There are other ways in which a clamp like attachment cuts through the outer protection and touches the bare wire which can then have a lead attached.

Let us know what exactly its for and we can advise.

Whenever I tap a wire, I always solder the connection.

if its a big heavy wire. like power wire. use a splitter box.

if its thin wire like upto 20amps then use "piggy back" spade like melville said. or solder the join and use heatshrnk to make a clean wrap.
