Depends on the domain...
If you mean you want to start selling domains liek 123reg, etc, then you need to become a member of the various registrars...
Nominet (www.nic.uk) to reg .co.uk's
etc
etc
etc
Or you can cheat and become a reseller for someone like OpenSRS (tucows) who will let you register domains using their API, etc.

OpenSRS is easier...
Depends why you're doing this. If you're doing research because you want to start selling domains YOURSELF, I'd prolly tell you to change your mind (as there's no money in it unless you can sell SIGNIFICANT volumes). Plus it's a hard market to really break.
If you're asking as you're researching this for a company you work for who wants to offer it as a service, I'd recommend you deal with a reseller like OpenSRS (as the management is very simple) - http://resellers.tucows.com/

Ah ok. Reseller accounts at OpenSRS aren't just for small companies by the way. Even people like www.ukreg.com (Fasthosts service) do their registrations through OpenSRS.
