If i have fully comp cover for my car could i get TP only on another, and whose company would cover it? mine or the other car owner's?
Does age usually affect it too as im only 19?

You can only have your NCB on one policy and if its TP no one would cover it, its TP.

If you have that facility on your policy then yes. At 19 you probably don't and aside from that the car wouldn't be insured unless it was being driven, so if you park it on a public highway you are breaking the law.
Some insurers also stipulate that the car must have its own policy before they will cover it TP for this reason.

Sorry - ignore the legalities of parking - your dads insurance would cover at this time.
