its like changing your chassi number basically.
Its the seriel number of the phone which is encrypted into the transmission of a phone call which is when they get black listed they wil not work. removing that is what gives u a massive jail term

tbh, IMEI number is usually hardcoded into the new phones know, and although it can be read from the rom it cant be changed without changing the whole rom out etc etc
however, with the older phones you could just read and write the IMEI in and out - so it was once the case of buying a new cheap phone for 30 quid and using that IMEI number etc
Although now what happens is that the phone just get shipped out to africa and places and get used there.
