ok i THINK
if you under 21......
you can ride any bike under 125 (which has been restricted to something like 33bhp) with L plates on
then when you pass your test, your still restricted to the 125cc, but i think you can take off the 33bhp restriction
im sure someone will confirm this

at 16 - apply for provisional, pass cbt and you can ride a 50cc with top speed 30mph
at 17 - pass cbt and you can ride bike up to 125cc and 14bhp. Pass your theory driving test and you can ride without Ls
at 21 - pass your cbt and theory and you can do direct access without probation period on bike up to 33bhp (in theory any engine size)
Direct Access is practical test done on machines with more than 46bhp.
Learners 21+ can practice for direct access on 46+ bikes under supervision by certified instructor
in summary, at 19 presuming you can drive, do cbt to ride 125 with l plates then consider theory then test
Dont buy a gixer/blade/r1 etc straight away - youll kill yourself
