No real difference, I think the only change might be that MX 2004 lets you export to the newest version of Flash player 7... becasue flash player is always been updated they need to keep Flash Authering software up to the same...

I think MX 2004 was a maintainence release from MX, there for anyone with MX would have got MX 2004 free.
