i'd buy that and strip it back to a bareshell for that money... but it'll no doubt go for some ridiculous amount

Why don't people that spend that much time, effort and money on getting a car to look like that also spend the same on getting the engine sorted?

You can't use the excuse of insurance when the exterior of the car is like that - if the insurance company is aware of all the mods then the change of engine size won't be any more than another £500, which is nothing considering the amount spent on the car.
