Modified or standard car?
Some can be cheap as chips as standard but awful for mods.

Tesco are quality for standard cover, their quote was £1000 cheaper for me than anyone else on a P reg Rover 214si 16v, me being 18 with o ncd driving a month.
Everyone else was asking for £3000 or around that mark, got my insurance today with Tesco for £2100, goes down to £1650 after pass plus.
As far as mods go though, they're going to rape me! £300 to declare 17's, exhaust, lowering springs and induction kit, but its gota be done to stay legal.

Elephant were worse for mods for me, they wanted 300 quid for 15's and lowered 
Direct line, admiral and priveledge are also cheap as standard and rubbish for mods.
I was quoted £850 for my 106 gti through priveledge as standard, but they wouldnt insure me with 15's, lowered and S/S exhaust!

ive tried a few companies but the quotes keep on comming up at around £2500
i have got a quote for £1650 through confused.com
its on a 2003 mg zs + 1.8 with no mods no ncb and 2 ppl on the policy with one of them having a claim (me) 
we might have to go through his dads insurance to get it cheaper (again)
