In the past people have installed ftp server software on their machine to allow people to browse to their ip address and download files....
Anyone know of and free FTP server software to do this?

Like Ian said check out Serv-U. It's pretty easy to configure and has good guides online etc.

You download the Personal edition which is free (only support two concurrent conncections but that's fine for you)...
I would suggest microsoft ftp as it's an optional component with Windows 2k/XP, but it requires giving the person a windows user account which probably isn't the greatest idea security wise unless you're proficient with securing your system...
Actually, as another thought -- do you really want an FTP server. If you want people to download mixes easily you could always consider installing a webserver instead? Again Windows 2k/XP comes with IIS (Internet Information Server) as an optional windows component (Control Panel > Add/Remove Programs > Add/Remove Windows components)...

does the fact i dont have a constant IP address pose a problem....i just planned on telling the person downloading (normally a friend) my ip address at the time

Check out http://www.dyndns.org/services/dyndns/ who offer a service that maps a domain to your dynamic IP...
