no it shouldnt be on all the time, it basically means your gprs system is active, i think somewhere in the menu options for the browser settings gprs can be activated permanently or whenever needed, check that it isnt set to permanent

it doesnt matter if its on all the time, u will only get billed for the data u download, dont worry bout it
