they sell them in motor world and places like that round my way, they sell the normal ones at halfords

legalities dont really matter as long as u hook them up to a diffrent switch in the car,dont hook them up to your original horn so u can still use that and you will be ok, dont use it when theres a cop car behind u lol and means u wont fail mot aswell,
and im sure u get them in halfords, i asked a couple of months back if they had them and he said they can be orderd in!
