As long as you have a reference number.
Happened with Adrian Flux, I got a quote & a ref no., shopped about found they were cheapest so went back to them. Price went up by £500 or something stupid, so I gave them the reference number of the previous quote which they had to honour.

Had enough now so looking for somthing else!
They just gave me a qoute of £800 for an Audi a3 turbo  Going to look at one tommorow!

Nik - are you named driver or policyholder? You already have the policy of course - bit different to new business / saved quote.
I don't think a contract exists as you're not making use of the service yet. You'd have had to take up cover I think.
Either way, regardless of legal owner I can see why they're not insuring people in this way, it's clearly to stop people fronting high risk cars.

bastards 
they were great wit my clio, then they quoted me 580 on my corsa. i thought - not too bad.
then rang them to get it done and then they said - oh, well, we cant actually insure her on that car cos shes under 21. i asked why and they said that cant insure me on a car with fuel injection. I said its just a 1.4, no i's or nothin, the sport is just the type. i said it had no mods that affected speed or anythin so then they changed their mind an said it was because of the value.
to which i replied - i havent told u how much it is yet!
then he said - well we just cant
so i says can i speak to ur manager?
he put me on hold for over 7 mins so i put phone down.
Bastards!
anyways, they just rang me back quoting 615.
WTF?
