RANDOM roadside vehicle emission tests, with those exceeding limits facing £60 fines, begin in Glasgow today in an attempt to reduce pollution.
The launch will coincide with the unveiling of a £200,000 campaign warning motorists about powers granted to the city council to enforce the legislation.
Funded by the Scottish Executive, the It's Time To Clear The Air campaign will be widely advertised in news-papers, television, radio and on billboards.
It will portray images of children having to protect themselves from air pollution.
A spokeswoman for Glasgow City Council said: "The vehicle emissions test is similar to that performed in an MoT test. The £60 fixed penalty tickets will be issued but can be waived later, if the defect is fixed within the time period.
"The Strathclyde Police officer seconded to the council to help with environmental enforcement will be assisting with stopping vehicles at random sites around the city."
To support the campaign, environmental health officers will offer free voluntary emission testing, at weekends in March, at various city locations.
Drivers who have car engines idling unnecessarily, will also be targeted under the new legislation.
The council spokeswoman said: "The regulations also permit local authorities to request drivers to switch off engines being run unnecessarily when parked and to issue fixed penalty tickets of £20 to those drivers who refuse to co-operate."
David Stevenson, convener of Glasgow City Council's environmental protection services committee, said: "Everyone who lives in and travels to Glasgow has a responsibility to cut down air pollution.
"We've launched It's Time To Clear The Air to remind people not just about the fines we can impose, but also of the serious consequences if we don't start cutting down on vehicle emissions now."
The campaign to reduce vehicle emissions will be part of the council's draft Air Quality Management Plan to be published later this year.
Other cities across Scotland are also looking to implement the air quality legislation in the future.
Aberdeen City Council roads officials recommended a number of measures to improve air quality in the city centre in a draft action plan presented to the council's environment and infrastructure committee in January.
The council said that the draft action plan to deal with air pollution would be the subject of public consultation before any of the proposed measures were introduced, but recommended the adoption of vehicle emission tests.
In Edinburgh, the city council has already approved a scheme that will give their team of environmental wardens and environmental health officers the power to fine drivers who leave their vehicle engine running unnecessarily while the vehicle is parked.
The main targets are buses, coaches and delivery vehicles which are running their engines while parked for long periods of time.
Although no date has been fixed for the introduction of the scheme the council hopes to gain executive approval to start in the next few months.
Dundee City Council is in the process of deciding whether such a scheme needs to be introduced in the city.

couldn't be arsed to read all that, but i have heard about this before, and personally i feel that it somewhat a waste of time. if you see the what emmisions modern cars churn out today (99% of them throwing out next to nothing) you would think that time would be better spent thinking of ways to get people out of older cars and into newer cars..
