The number plate is Plastic and shiny. A lamination is plastic and shiny.

it reflect light maybe only at night it would work but the flash would just get a reflection of light.... i dont know i was just thinkin

laminatiing it is only a thin layer, it would work to an extend, they would probably be able to enhance it to see still.

the difference is the black letters on a number plate are not shiny and do not reflect, the lamination to an extent will make them reflect. not hugely effective but it is what some companys do to make them photo resistant.

Of course they are shiny. They are behind the plastic layer of the plate.  The whole plate is shiny because it is made of shiny plastic.
