Ah - if its just a pure workshop then it will be much easier. Not sure if it makes a difference the fact its attached or not.

Normally you can get away with much less with a shed/garage

Just did a read up, a shed is only notifyable if its getting power? Which isnt an issue providing its fitted by someone qualified?

Why would a garage need insulation? There will be no doirs into the property

yup. Unless its not notifiable (which is unlikely) then you will either need to submit full plans to them $$ or submit basic plans and have them come round and check stuff more often - insulation is one of the stages they will check (they may also do it when full plans are submitted but not sure)

I was just going to have it as a sort of brick storage/outbuilding thats attached to the house

single skinned would never get through building regs unless its got a lot of insulation on the outside. You'll probably find you have to put more insulation in it than the rest of your house (I have more in my 4.5/2m rear extension than the whole of my house!) even with a double skinned room. There is also the floor & roof insulation to consider

Only issue i can see is i was planning single skinned and rendered then painted white.... As other houses in the street have render

You need more information than you have to say if its ok i.e. height, how close to the boundary etc

Im planning to build a workshop on the side of my house - whats the laws on planning?

Do i need it for everything? Mate thinks if its less than a certain height i dont?

It will be 10-15m long and 2m wide
