not even that - you can block someones drive if there is no car there
If there is a car in the driveway then you cannot block access

And even that only applies one way (I can't remember which but,) I think you can block someone out but not in.

Who marked it out?
If the council marked it then I'd assume they knew what they were doing. If the owner of the house has done it themselves (without permission) then it's not enforceable.
You'd need to check with the council tbh.

Basically if you have a driveway, i can understand marking the road to stop parking in front, but as below the road marking is basically the width of the whole front garden, even though there is a hedge for around 70% of it?
