When i did mine...I had the chrome ring which i siliconed round before putting straight to the sink, then underneath the sink just the one rubber seal. Tightened it all up and have no leaks.

are u suppose to put some silicone under the drain plug hole (the chrome ring) that sits at the bottom of the sink? or just use the washers provided?

Mines seems to leak no matter how much i tighten it?

I've got the chrome ring, then rubber washer on top of the sink, then another rubber washer underneath and a foam washer, then the nut.
