scrape the paint with a scraper first should get most of it off then sand the remaing crap :)

i have been removing wall paper from my room and its prooving to be a B*tch, there is a 2nd layer of paper underneath the wallpaper, also when i pull both layers off with dificulty, it also pulls some paint off the wall, so im left with flaky bits, and worst of all it leaves a lot of wallpaper paste which paint wont stick to...

i think im gonna steam the glue and remove it, but how do i go about the flaking of paint? will a base coat of white and 2 colour coats sort it out or will i need to sand the paint layer down with sand paper?
