I tripod will help you pan if you don't screw it up tight, give you a firm base with no vertical movement. | |

Your talking around 1/125th at f5.6 - ND Filters should help you get the correct shutter speed if its too bright - expect to get about 10 useable pics from 200 photos though. | |

Go for about 1/250 as a starting point. Maybe 1/300 if you want it a bit easier. | |

That'll be a longer shuter speed, you pan the camera round following the car to keep the car in focus and the background blurred. | |

being realistic can I take pics like that on a Fuji S6500? what shutter speed was it about, in good light mine goes to 1/4000 | |

Nikon D200 and 18-200mm VR Lense @ f5.6 + Circular Polariser. Dialed in about -0.3 stops of exp too. | |
