dioptre is to do with the eye peice viewfinder a 3x lens would be like a 30-90mm or a 100-300mm

Anybody know what dioptre a 3x lens is? Its probably something obvious like +3.00, but to me that is a reading dioptre for a persons eyes not zoom/distance for cameras?
