Outlook otherwise just do a search for desktop reminder apps like Kana Reminder and Desktop-Reminder.

Ah no, I don't think I've explained this well.
I'm looking for basically a little application loaded on to a PC that in theory just pops up a notification.
Like outlook would if you manually set up meeting invites as a reminder.

I've been given a task/challenge to try and find software to help prompt a user to chase major incidents. The software needs to be windows based, it must be configurable to allow the user to manually kick off a timer (say 10hours) at any point of the day and receive a notification at specified intervals (say 2 hours) with a reference number.
I haven't a clue what to even google for because as soon as you use the words "incident management" you just get loads of BS.
