Needs to be secure mate.

Couldn't you have used Tor? Or did it need to be secure?

Can't really say much about it TBH but just some things I'm working on in PHP that I need to test using different connections.

All pretty boring TBH, nothing sinister I'm afraid!

PersonalVPN is brilliant. Not free, $59.99 a year, but well well worth it.

2nd one down here:

"personalVPN™ – SSL (openVPN)"

LogMeIn do one which i was quite impressed with. Uses some random IPs though

We tend to use Windows VPN, SonicWall GPN or DrayTek at the moment.

Decided to sign up with HideIPVPN, seems to have had good reviews online and it's only $5.99/month (about £3.70 I think).

Basically what Dom has said; something like the proxy sites you can use when you're at work or whatever, but I'm after an actual VPN tunnel to access the net rather than just connecting through a specific website if that makes sense.

I don't mind paying a small fee but what I would like is to be able to always have a different IP address upon connection (ideally a UK based IP).

Would only need something for HTTP/SSL traffic, so not after anything for downloading torrents or whatever.

I'm guessing Sam is after a PPTP/OpenVPN provider like Hotspot Shield/StrongVPN etc Only free one i know is HideIP VPN but the free accounts are an arse to get hold of, plus they're only PPTP. Better off buying one or setting up an OpenVPN yourself.
