Windows probably /windows/system/

Unix just run

php -i | grep php.ini

It'll give you HTML output but its quicker than a file system find.

If you don't own the web server then its unlikely you'll have access to this file, you can sometimes alter config using .htaccess files but these must be supported also.

What do you need to do?
