Don't use XMB, full of bugs and slow unless you index the DB properly.

phpBB.

IPB is slow.

Although if its a new one I would go with Wordpress so you can get content in there yourself without waiting for critical mass.

Whats the best open source forum software available which allows for a degree of customisation?
