I normally go for 2 link rule not 3

HCI? Consistent navigation.

Look at the W3C standards also: http://www.w3c.org

Basically I am designing a web design toolkit to evaluate websites (I will probs choose this site as it is nice and simple :P )

These are the fields I have come up with so far... please let me know if you think I have missed out parts which are needed (the tool kit is used to compare websites)

Example:
Links (heading)
- Dead links
- Internal
- External
- 3 link rule?

Display
- Colours
- Resolution

Information
- up to date?
- relevant?
- too much/little

Security
- is there any?
- is there a way around it?

Media
- good use?
- loading times?
- relevant?

I was going to go on and say about layout and structure plus advertisements as well.... do you think I have missed much?

Sorry for the essay just trying to get some ideas.... :)
