The net effect of these instructions is to multiply your first three digits by 10000 - ie move them 4 places to the left of the decimal point. EG 382 becomes 3820000. you then add the last three digits twice and dived by two - ie. you add the last three digits once. Because they're added onto a number containing zeros in the last 4 digits, you simply add the last 3 numbers of your phone number onto the first three digits to give you the same six digits of your number (except now there's likely to be a 0 in the middle.
