no real difference... they both do what you buy them for.
leds have flashing patternd built into their controller.

the LED price will vary depending on the colour of the LED's you go for.. some bulbs are a bit more expensive than others...but the cheaper bulbs will not be over priced to the higher prices of the LED kits :)
