what i did, get the tyre removed.

went round the rim with a discs sander to get rid of some of the kerbing marks and make it all level. then filled in the remaining marks with filler. smoothed off. sanded off any corrosion front and back with p80 paper then used filler on the front too fill in the holes. then went over the face of the wheel and the lip with wet and dry to remove shine of old paint and grease etc... then sprayed the wheels in high build primer, then top coat then laquer. then painted the inside with black hammerite.

oh i removed the valve too.

did that on a corroded cav gsi rim, looks brand new now, its my spare :):)

I got a set of rims from a breakers once,one need a lump of aluminium welded into the outer edge,then needed to be turned on a lathe,the others were just kerbed.
i rekon your better doin them yourself cos they are time consuming,hats why theyre so expensive to get refurbed.
i rubbed mine down all over (they were badly scrapped in middle too)and filled deep scrapes
undercoated and then top coat and lacquered,
they werent 100% but ok for a home job
(i got the alloy paint code and had the bodyshop put it in a spraycan for me)

u can buy a kit from halfords, it has filler an spray in it looked at gettin it meself! looks as tho itll work well
