when the TPS indicates closed throttle the ICV opens bypassing the butterfly on the throttle to let a small amount of air into the engine to keep it at idle, once the throttle is opened it closes, its a plunger that blocks a bypass of the butterfly in the throttle body, it simply a motor that pushes the plunger forward and backwards opening and closing this air way | |
