Can it send data to the ECU? ie play around with rev limits and electronic timing?

Its a diagnostic port maggot link that send info to a software programme, basically telling you whats going on in the ECU, the engines brain. Similarly if you take your car to Vauxhall they connect a diagnostic machine to your car via the port.

Usually the engine has codes for problems, like weak mixture, pre-igniton (knocking) or if you have a more serious problem. it usually flashes lights or puts up codes for them, all this programme does is translate them into a little chart or similar.

The Nissan Skyline R34 GTR has this built in ans you can connect a lap top and store them for each time you drive.

Ford and most other manufacturers use simialr diagnostic codes and software, for example when I disconnected the speedo cable at the gearbox end the fookin light came on and wouldnt go off. I managed to get it off, but the bastard diagnostic told the diagnostic computer at the dealer. Talk about computers being treacherous. (this was on a Ford btw).
