The vents in the scuttle allow the water to run through off the windscreen and into the tray underneath which then lets the water out the engine bay, without them all that will happen is the water will gather in the curves.

Personally I would smooth it completly so its just flat.

correct me if im wrong but doesnt the car need them vents that are in the scuttle?

Pot of Isopon P38 plastic padding, various grades of wet and dry, plastic primer, topcoat, lacquer if necessary, and loads of elbow grease.
