Drew, check this site out, different car but same problem and a few things to look at

http://forums.nasioc.com/forums/showthread/t-397389.html

or this from a volvo site.....

Before you get too terribly worried, Have someone check your turbocharger wastegate linkage for being bound up. If it stuck in the open position you won't have much boostand there won't be any other symptoms, i.e. black smoke , blue smoke, loud whine, or poor driveability.
Usually it can be freed up by spraying WD-40 on the arm pivot and working it back and forth with it disconnected.

"If you are noticing little to no boost, you may have a wastegate actuator problem. "

mate just had a quick look, there is no side movement of shaft, but it does move backwards and forwards slightly, which he says shouldnt do

but also says that it should still be boosting slightly

im still hoping on actuator, but cant get to that without taking a cover off and thats a fucker to get off - grrrrr

he said, it sounds just as thou there is a split pipe somewhere - but there isnt

iirc drew fitted his hair drier in place of the turbo as he had no use for it anyway...
