I left my house to try about 10 mins after uploading the picture.
After trying I checked the thread and replied to
Ian. All your replies are based on assumptions.
So much anger inside of you, if it frustrates you, why do you keep checking the thread again?

Yeah because I've never been in the situation of having a car sitting there untaxed because I've never put myself in that situation, pardon me for not exposing myself to a tax fine and a car I need to use sitting idle. 
What happens when you try it online? You got nowhere at all in the PO? In which case there is no record officially yet, that online things should work.
You can also phone them up and in my experience they're very helpful.
Yes all assumptions as the exact problem is entirely your own but you want some help, you'll struggle to find other people buying cars without a book as every bit of advice from the DVLA is don't do it and most people know this.
