This kind of situation is like people driving stupidly on a country road (or where ever) and pulling off a stupid move, or being unable to brake cos the speed their carrying and causing an accident with another car.
Its not the other cars fault, but someone else, doing something they wanted to do (i.e smoking), causing pain to someone (i.e. secondary smoke).
Lots of people cause pain and problems to others in many different ways, but people mainly go on about smoking.
We have smoking area's so non smokers don't have to breathe it in, most public area's are non smoking, pubs will soon be non smoking area's. The only place people would breathe in secondary smoke nowadays would be in a car, house, tent!
