Pair of mole grips then change it to a Hex bolt.

As posted it's a pentagon socket that you need.

Quite common on some Citroen's and also wheels with 3 studs.

Hacksaw accross the top and then use a flat screw driver. Or mole grips?

A screwdriver on a screw that's been done up with either a spanner or a ratchet would be like farting against thunder

Not always, impact screw drivers are pretty good and I doubt that small bolt has been torqued up to mega N-m

Shave the top off and drill into it. Smash a small Allen key into and undo it
