Identify your target market, search about for popular websites that those people would use, and see if they offer paid advertising on their site (banner ads, sponsored forums, etc.). That will normally be cheaper than adwords and gets right to your target market.

At the end of the day though, if your website isnt one of the best out there in your market, then you'll have no chance of succeeding no matter how much you advertise - so spend your money on that before anything else if its not.

It really depends what you are selling, as some will benefit from paid advertising (i.e. highly competitive products that are targeting a certain type of customer), where as some will benefit from putting the money into SEO and getting good placements in the search engines.

Advertising online is a waste of money IMHO. My sites are really well listed on Google - One of them comes up nearly number 1, or nearly always on the first page on a world wide search for various things.

The key is good coding, keywords throughout the site, swapping links with relevant and respected web sites etc. I don't pay a penny for my advertising, and get great success :)
