Could a choked fuel filter cause my valver to run slow?

i am gradually going through things to replace and the fuel filter is next in line, as i dont think its ever been changed!

it was a 1.0 12v, but is now a 2.0 16v, so i am wondering whether the fuel filter doesnt have a high enough flow?

are the fuel filters usually changed when cars are converted?

any help would be great
